Default Decentralisation.

Like with all human communities, big cities get even more crowded and the smaller town get less crowded. In view of the massive ridiculous lag spikes in the Wintersday finales and other events, I feel that services in the big cities need to be decentralised.

Is it necessary for the following to be in Lion's Arch, Kaineng Centre and Kamadan?
BMP Historian and Scribes: I think not. For Prophesies, it can be moved to D'Alessio's Seaboard. For Factions, it can be moved to Seitung Harbour or Shing Jea Monastry. For Nightfall, it can be moved to Sunspear Sanctuary.

GW:EN entrance quest guys: I think Anet should not have put the quest guys in the 3 port cities. But its too late now because its part of the story.

What else can be decentralised from the three big cities, collectors? other quest givers? Just putting some of these people just outside the towns will ease quite a bit of load.

Cities exist to centralie things. To know were to go.

The Port cities are the only ones 'in the present'. The rest of outpost are frozen in their respective times.

People can't even find things when everything is in one town. Some things are continually brought up (eg. cross-campaign quests) until they are done, and people still can't find the related NPC's. Decentralization would only make things worse.

This is kind of a fun idea though.

It would be nice some of the more outlying towns had some use other than as quicker map points or mission outposts. If nothing else, it would add yet another layer of questing to place things, like the BMP NPC's, in more remote outposts, like the ones mentioned in the OP, which would be fun.
